In the event of a missing recipient at destination, the cargo is secured by the Regional Ambassador, Commander, or RA.
- ๐ด Strike 1: Final Warning + Secure Hold Fee (ยฃ50 / $75).
- ๐ด Strike 2: LIFETIME BAN. Unregistered recipient strikes are attributed to the Sender.

๐ซ TA Protocol: 3-1-1 Window

- โ ๏ธ Fee Forfeiture: 100% of the mission fee is redirected to the Sender as compensation.
- โ ๏ธ The Strike Rule: Strike 1 results in immediate probation. Strike 2 is Permanent Revocation.

The mission never dies for the Sender. If a QR code fails or is missing, the bridge remains open through manual intervention.

Continuity: A Hub Commander will manually override to push the mission to completion.

Accountability: The party responsible for the QR breach forfeits 100% of their commission to the Cargo Shield Pool.
