🏛️ Recipient MIA Protocol
In the event of a missing recipient at destination, the cargo is secured by the Regional Ambassador, Commander, or RA.
- 🔴 Strike 1: Final Warning + Secure Hold Fee (£50 / $75).
- 🔴 Strike 2: LIFETIME BAN. Unregistered recipient strikes are attributed to the Sender.

🛫 TA Protocol: 3-1-1 Window

- ⚠️ Fee Forfeiture: 100% of the mission fee is redirected to the Sender as compensation.
- ⚠️ The Strike Rule: Strike 1 results in immediate probation. Strike 2 is Permanent Revocation.

📲 The Elegant QR Override
The mission never dies for the Sender. If a QR code fails or is missing, the bridge remains open through manual intervention.
- ✅ Continuity: A Hub Commander will manually override to push the mission to completion.
- ✅ Accountability: The party responsible for the QR breach forfeits 100% of their commission to the Cargo Shield Pool.
